Your phone carrier. Most carriers offer free spam labeling and call blocking, and some let you forward spam texts to 7726 (SPAM).
Your state attorney general. Most states have a consumer protection office that takes complaints about telemarketing and scams.

Your rights under the TCPA

The Telephone Consumer Protection Act (47 U.S.C. § 227) lets consumers sue over certain prerecorded or autodialed calls made without consent, for $500 per violation, and courts may increase damages up to three times when the violation was willful or knowing.

For telemarketing calls to a number on the National Do Not Call Registry, a private claim generally requires more than one call within 12 months from the same company. Keep a record of dates, times and any company name the caller gave.
